8600.01 - SCHOOL BUS DISCIPLINE

The school bus driver shall be responsible for the discipline of students while they are being transported to or from school. When a problem in student conduct requires stringent discipline, the driver shall report it in writing to the building principal. A student, in accordance with section 3313.66 of the Ohio Revised Code and District Policy related to due process, may be suspended from bus transportation by the Building Principal or Superintendent for disciplinary reasons, in which case the parents are responsible for the student's transportation.

All students in the Southern Local School District that ride a bus to school will be subject to regulations that govern their conduct. Any student misbehavior which distracts the driver is a hazard to the safe operation of the vehicle, and as such, jeopardizes the safety of all passengers.

When the student's presence poses a danger to persons or property or a threat to the safe operation of the school bus, the immediate removal of a student from transportation must be given notice as soon as practicable of a hearing, which must be held within seventy-two (72) hours of the removal. The notice shall also include the reason for removal. The length of time removed from ridership shall be not more than ten (10) school days.

Expulsion of a student from riding privileges shall be by the Superintendent and in compliance with Divisions B, D, and E of Section 3313.66 of the Ohio Revised Code.
 A.Any student that is guilty of violating the following rules, following due process procedures, will automatically lose their privilege of riding the school bus. The length of time for the suspension of this privilege will depend upon the seriousness of the infraction--not less than three (3) nor more than ten (10) school days.

  1.Student behavior at the school bus stop must not threaten life, limb, or property of any individual.

  2.Students must observe classroom conduct and obey the driver promptly and respectfully.

  3.Students must not have alcohol or drugs in their possession on the bus except for prescription medication required for the student.

  4.Students must not put ahead or arms out of the bus windows.

  5.Students must not fight on bus.

  6.Students must not smoke or use tobacco products on the bus.

  7.Students must not light matches or lighters on the bus.

  8.Students must not possess dangerous weapons or objects on the bus.

  9.Students must not commit any acts of vandalism to the bus nor commit acts of thefts to bus equipment.

  10.Students must not commit any other act of misconduct that endangers the safety of any individual

 B.Any student guilty of the following misconduct will be cited to his/her principal by the bus driver.

  1.Students shall arrive at the bus stop before the bus is scheduled to arrive.

  2.Students must wait in a location clear of traffic and away from the bus stop.

  3.Students must go directly to an available or assigned seats.

  4.Students must remain seated keeping aisles and exists clear except when loading or unloading.

  5.Students must not use profane language.

  6.Students must refrain from eating and drinking on the bus except as required for medical reasons.

  7.Students must not throw or pass objects on, from, or into the bus.

  8.Students may carry on the bus only objects that can be held in their laps and are not dangerous.

  9.Students must leave or board the bus at locations to which they have been assigned unless they have parental and administrative authorization to do otherwise.

  10.Students must not annoy others.

  11.Students must not do any other behavior that is distracting to the driver.

The principal will take the following action:

 A.First Offense
  A warning to the student with a report to the parents.

 B.Second Offense
  One or more detention sessions and a report to the parents. The number of detentions will depend upon the seriousness of the infraction.

 C.Third Offense
  An automatic suspension of the student's riding privileges, following the due process procedures, and a written report mailed by the principal to the student's parents/guardians within twenty-four (24) hours explaining the reason for their child being suspended from riding the school bus. The length of time for the suspension of this privilege will be for a period of not less than two (2) nor more than ten (10) school days.
