Administrative Guidelines
 

9700A - RELATIONS WITH SPECIAL INTEREST GROUPS

In accordance with the policy of the Board of Education, the following regulations will be observed in dealing with special interest groups.

 A.In the Case of Community Activities Involving Students
  The Board recognizes the social and scholastic values that may be derived by students participating in various activities sponsored by community organizations, but specifies the following guidelines to prevent unreasonable demands on the time and energies of students and staff.

  1.Requests for student participation in community-sponsored activities must be made in writing to the Board.

  2.Participating students may not leave the School District unless the Board policy for field trips has been complied with.

  3.No student shall be required to participate in any community sponsored activity unless such activity was known to be a requirement of the school program.

 

No music supervisor, music teacher, or any person having charge of any band or orchestra connected with a public school of this State shall permit such band or orchestra to play, perform or furnish music as a school band or orchestra at any function in competition with civilian musicians. Excepted herefrom are functions connected with such public school and functions which shall be of a patriotic nature.

 B.In the Case of Special Activities Involving Students or Staff
  The Board recognizes that contests, exhibits, and the like may benefit individual students or the District as a whole, but participation in such special activities may not have the primary effect of advancing a special product, group, or company; make unreasonable demands upon the time and energies of staff or students or upon the resources of the District; involve any direct cost to the District, or interrupt the regular school program, unless the student body as a whole derives benefit therefrom.

 C.In the Case of Advertising in the Schools
  No materials may be used or circulated in the schools of this District which are deemed to be primarily advertising materials with the following exceptions:

  1.Imprinted materials solicited by teachers as being suitable for a project or purpose of their class.

  2.Fliers of direct educational and cultural interest and of an essentially non-commercial nature.

  3.Films bearing only the name of the sponsoring firm.

 

Outside speakers representing commercial organizations will be welcome only when the commercial aspect is limited to naming the organization represented and the subject matter advances the educational aims of the District.

   
 

Advertising is permitted in school yearbooks, programs, etc., which are published by student organizations.

 D.In the Case of Fund Raising on School Property
  Any outside organization, staff member, or student wishing to solicit funds on school property must receive permission to do so from the Superintendent.

  1.The Board disclaims all responsibility for the protection of, or accounting for such funds.

  2.Solicited funds are not to be deposited in any regular or special accounts of the District.

  3.This policy does not apply to the raising of funds for District-sponsored and school-sponsored activities.

  4.School property will not be used for fund raising by religious, political, or profit making group(s).

 E.In the Case of Scholarships and Prizes
  The Board is appreciative of the generosity of organizations which offer scholarships or prizes to deserving students in this District. But, in accepting the offer of such scholarships or prizes, the Board directs that these guidelines be observed:

  1.No information, either academic or personal, shall be released from the student's record for the purpose of selecting a scholarship or prize winner without the permission of the student who is eighteen (18) or the parents of a student who is younger in accordance with the Board's policy on student records.

  2.The type of scholarship or prize, and any restrictions pertaining thereto, shall be approved by the Board.

  3.The building principal, together with a committee of staff members designated by the principal, shall be involved in the selection of the recipient, and, if agreeable to the sponsoring organization, the selection shall be left entirely to the principal and staff committee.
