Administrative Guidelines
 

5114 - FOREIGN EXCHANGE STUDENTS

The School District will utilize the following criteria established by the USICA (United States International Communication Agency):

 A.Only non-profit organizations.

 B.Sponsoring organization is responsible for the selection of students. Employment or travel agencies shall not be used for recruitment of foreign students.

 C.Selection limited to secondary school students or recent graduates between the ages of fifteen (15) and nineteen (19) who have sufficient knowledge of English to enable them to function in an English speaking environment.

 D.Agreements between sponsors, parents, and students must be written and clearly delineate the administrative guidelines as well as cost and refund policies.

 E.Orientation programs must be provided all students.

 F.Sponsor is responsible for insuring that each student has medical coverage.

 G.Sponsors must develop plan to ensure that groups of students are not clustered, but, rather, widely dispersed.

 H.No organization shall place a student in a District school without prior approval of the Board.

 I.The sponsor program is responsible for the selection of the host family. Telephone interviews are not sufficient.

 J.The American host family should have at home during non-school hours at least one (1) teenager to assure student of some companionship.

 K.Home placement must be made before the student's arrival in the United States.

 L.Students are not permitted to accept full time employment but may accept small jobs not to exceed ten (10) hours per week.

 M.A sponsor must guarantee return transportation for the student.

 N.Sponsors will provide USICA with an annual report of their program.

 O.Sponsors violating the noted criteria will have their programs suspended or revoked from the listing as provided in section 514.17.

 E.IBERO-American Cultural Exchange Program

 F.Association for Teen-Age Diplomats, Inc.

 G.The Experiment in International Living

 H.Youth Exchange Service (YES)

 I.American Scandinavian Student Exchange

 J.Open Door Student Exchange

 K.World Experience

 L.Educational Resource Development Trust

 M.American Institute for Foreign Study (AIFS)

 N.American Intercultural Student Exchange, Inc.

 O.Educational Foundation for Foreign Study

 P.Any other organization which can substantiate its approval by the USICA

Foreign exchange students must be placed with host families who are current residents of this School District.
