Administrative Guidelines
 

5111A - ELIGIBILITY OF NONRESIDENT STUDENT

The Board of Education shall operate the schools of this District for the benefit of school age children resident in the District and eligible for attendance in the schools of this District, emancipated youth who are employed in this District, and such others as may be admitted pursuant to statute (R.C. 3313.64) and the policy of the Board.

The Board reserves the right to verify the residency of any student and the validity of the claim of any student to any education in this District.

 A.FUTURE RESIDENTS
  A child otherwise eligible for attendance whose parent has signed a contract to buy, build, or rent a residence in this District may be enrolled without payment of tuition for the sixty (60) days previous to the anticipated date of residency.
  If the custodial parent does not become a resident of the District by the end of the period for which free attendance is given tuition shall be required from the date of enrollment until residency is established.
  Custodial parents of children who are future residents shall be required to demonstrate proof of the anticipated residency.
  The Board reserves the right to verify such claims and to remove from school a nonresident student whose claim is in serious doubt.

 B.FORMER RESIDENTS
  Regularly enrolled students whose parents have moved out of the District may be permitted to finish the school year with payment of tuition and Board approval.

 C.CHILDREN OF NONRESIDENT STAFF MEMBERS
  Children of nonresident employees of the Board may be enrolled in the schools of this District with payment of tuition and Board approval.

 D.OTHER NONRESIDENT STUDENTS
  Students at least eighteen (18) but not over twenty-two (22) who support themselves, live apart from their parents, reside in the District, and have not been granted a high school diploma or certificate of attendance under R.C. 3313.61.
  The Superintendent shall ensure that the enrollment of nonresident students meets the following guidelines:

  1.Admit such students only on the proper application of the parent or guardian and the approval of the Board.

  2.Do not exclude any child, otherwise eligible, on the basis of such child's race, creed, color, national origin, or ancestry.

  3.Age
   A student seeking admission under this guideline shall present a birth certificate as proof of age.

  4.Resident
   A student seeking admission under this policy shall present rent receipts, evidence of ownership of property in the District, lease of property in the District, or other sufficient proof of residence.

  5.Sufficient Income
   A student seeking admission under this guideline shall present proof of income sufficient to support themselves. Such proof may be in the form of a statement from an employer as to level of wages or salary, statement from a human services agency as to level of support, Social Security checks, or other legitimate evidence of self-support.
   Such income must be of an on-going nature with sufficient evidence that the individual will continue to be self-supporting for the remainder of the current school year following registration.

  6.Ruling of Eligibility or Noneligibility
   All evidence shall be presented to the Superintendent of the District and s/he shall make the determination of eligibility.

 E.STANDARDS FOR NONRESIDENT STUDENTS
  Enrollment of any nonresident student shall be contingent upon good citizenship and good discipline.
  The Superintendent shall, if requested, report to the Board at a regular meeting, for its information and consent, the enrollment of each nonresident student.
  The Board shall not be responsible for the transportation to or from school of any nonresident student.
  Tuition rates shall be determined annually by the State Department of Education.
