3120A - SELECTION OF PROFESSIONAL PERSONNEL

Introduction

 A.The Board of Education shall make appointments to positions on the basis of qualification. To implement the desire of the Board to appoint on the basis of qualification a search shall be made, diligently, for qualified candidates to fill staff positions.

 B.The Superintendent shall be responsible for recommending persons to fill positions in the school system. The Superintendent shall make recommendations until a candidate acceptable to the Board is found.

 C.Preference shall be given to present staff members when qualifications of candidates are similar. Applications are invited for all staff openings from present staff members.

 D.All professional staff members of the Board, except the Treasurer shall be selected on nomination by the Superintendent. Should the person nominated by the Superintendent be rejected by the Board, it shall be the duty of the Superintendent to make another nomination.

 E.All persons nominated for employment shall be approved by the Board for the type of position for which nomination is made. It shall be the duty of the Superintendent to see that these persons meet these qualifications.

 F.No candidate for employment by the Board shall be refused employment because of sex, race, creed, color, national origin, or ancestry.

 G.Professional staff members shall be appointed or dismissed by a majority vote of the whole Board. Such acts shall conform with tenure provisions. The Board may make rules concerning the employing and discharging of teachers, consistent with tenure and other rights.

  1.Qualities desired beyond a minimum license requirements:

   a.Training appropriate to the competent discharge of the several duties and responsibilities of the particular position to be filled.

   b.Experience, both quantitative and qualitative, most helpful to each particular position.

   c.Demonstrated ability of the kind required in the particular field of the vacancy.

   d.Personality as adapted to the particular position.

   e.Ability to work harmoniously with others, both with those of greater and lesser responsibility and authority.

   f.High educational and professional standards.

   g.Loyalty to the system, the administrative officers and others of the staff where presently employed.

   h.Evidence of dedication to the job, particularly in meeting emergencies.

   i.Practice of conduct consistent with the ethics of the profession.

  2.Information Required
   The Board shall have on file the following information concerning appointees to positions in the School District:

   a.personal statistics,

   b.licenses held,

   c.record of educational and professional training (including transcripts),

   d.record of teaching and business or industrial experience,

   e.reports from references.

Upon employment, the Treasurer shall be responsible for submitting a copy of the W-4 form (or the form provided by the Department) to the Department of Human Services for each new employee, or any person who is rehired or returns to work after a lapse in pay.

Any new employee who has either administrative responsibilities and/or supervisory functions with staff is to be provided with a copy of the Ohio Ethics Law and verify receipt by signing and returning Form 3120 F3.
