2271 - POSTSECONDARY ENROLLMENT OPTION

The Southern Local High School will notify all 10th and 11th grade students and parents/guardians of the Postsecondary Enrollment Option by March 1st of each school year.

Students must have earned at least ten (10) credits and must have passed all required 9th and 10th grade subjects to obtain 11th grade status.

Students and/or parents are required by March 31st of each school year to inform the Southern Local Board of Education of the student's intent to participate in the Postsecondary Enrollment Option Program.

Failure by the parent and/or student to inform the Board in writing by March 31st of the intent to participate in the Postsecondary Enrollment Option program for the following school year.

The guidance counselor and/or principal will provide counseling services to the students that will be participating in the Postsecondary Enrollment Option Program.

 A.To be eligible for the program, parents/students must attend the Postsecondary Option counseling sessions.

 B.The high school will notify the parent and students at least ten (10) days prior to the date for the Postsecondary Option counseling session.

 C.The time, date, and place for the counseling session shall be set by the high school.

 D.Counseling services will include but not be limited to the following:

  1.junior status as locally determined

  2.acceptance by college

  3.options required by R.C. 3365.04

  4.financial arrangements for tuition, books, materials, and fees

  5.process of granting academic credits

  6.criteria for any transportation aid

  7.available support services

  8.scheduling

  9.consequences of failing or not completing a course

  10.the effect of program participation on student's ability to complete District graduation requirements

  11.academic and social responsibilities of students and parents under this program

  12.information of college counseling services

  13.benefits of the Postsecondary Option

  14.shortcoming of the Postsecondary Option

At the time of enrollment into the Postsecondary Enrollment Option, the student must designate his/her choice of receiving college credit only or receiving both college credit and high school credit.

If within ten (10) days after notification by the student to the high school of his/her enrollment, the school has not received notification of acceptance from the college where the student has enrolled, the counselor or principal shall contact the college.

If a student successfully completes a non-religious college course from an accredited Ohio College, the high school shall award the appropriate credit toward graduation if the student at the time of enrollment into the Postsecondary Enrollment Option Program has elected to receive both high school and college credit.

The following conversion factor will be used when converting college credit to high school credit.

 A.Five (5) semester hours of college credit equals one (1) high school credit.

 B.Seven and one-half quarter hours of college credit equals one (1) high school credit.

The number of college credits that a student may earn and convert to high school credit are:

 A.Students enrolled in grade eleven (11) may earn a maximum of sixteen (16) credits and they must be earned within two (2) consecutive school years.

 B.Students enrolled in grade twelve (12) may earn a maximum of eight (8) credits and they must be earned within one (1) school year.

 C.Student's records must show evidence of successfully completing each college course for which high school credit is awarded.

 D.Student's grades received from credits earned under the Postsecondary shall be included in the student's grade point average. The school's grading system will be used. College courses successfully completed and determined by the school to be a substitute for a weighted high school course will be counted as a weighted grade. The rules that are used for matching college courses for high school credits will be used to determine what college courses will be counted as weighted high school courses.

 E.Students cannot participate in the Postsecondary Option program for remediation classes.

 F.All non-religion college courses successfully completed by a student may count toward graduation.

 G.All disputes between the school and the students concerning credit and/or grade point averages may be appealed to the State Board of Education.

 H.The following rules will be used when matching college courses/subjects with high school courses/subjects:

  1.The rules apply to required high school courses only.

  2.Prior approval for a college course to be a match for a required high school course/subject must be obtained from the high school by the parent and/or student.

  3.Parent and/or student is responsible for providing the necessary information about the college course/subject needed to make a match determination.

  4.Required subject objectives found in the Board adopted course of study for the appropriate high school course will be the basis for match determination.

  5.Match determination will be made by a committee composed of the high school subject teacher, the high school principal and the high school counselor. The committee's decision will be final.

  6.For a college course/subject to qualify as a substitute for a required high school subject, it must equal or exceed the Carnegie Units required by the administrative guideline for the high school credit. College courses may be combined to meet the high school's unit requirements.

 I.Proportionate reductions will be made in the number of college courses that may be earned for high school credit by any student who enrolls in the Postsecondary Enrollment program during the course of a school year.

 J.A student must be enrolled in courses that are the equivalent of four (4) full credits that will count toward graduation which must include the required courses for that grade level if s/he is to be classified as a full time student.

 K.If the student enrolls for college credit only, s/he is responsible for all cost associated with the college courses.

 L.If the student enrolls for the combination high school and college credit, the School District is responsible for all costs associated with the course. The District reserves the right to demand verification by the student of any and all cost associated with the college course for which the school has been invoiced.

 M.If a student fails to complete the course due to any class drop procedure or from non-attendance for any reason, the student and/or parent is responsible for all cost associated with the course.

 N.Students may not receive financial aid from a college and participate in the Postsecondary Enrollment Option.

 O.A student that participates in the Postsecondary Option for combination college/high school credit and upon parents/guardian's application is determined to be eligible for free or reduced price meals may receive full or partial reimbursement for the necessary cost of transportation not to exceed the statewide average transportation cost per student in the preceding year. The student is responsible for arranging his/her transportation to and from college.

 P.The school will pay for the cost of tuition, class fees, textbooks and materials directly related to the college course. The textbooks and reusable materials needed for the college class are the property of the School district and are to be returned to the high school at the time the student has completed or dropped from the college course. Students may be assessed a fee for textbooks and/or reusable materials that are lost or damaged from misuse. The high school will determine the scope of damage and the amount of the fee assessment. Students may purchase the textbook or reusable material at a cost determined by the school.

A student who is participating in the Postsecondary Enrollment Option and is taking classes at the high school will be subject to the high school's attendance policy. A student who is participating full time in the Postsecondary Enrollment Option for combination high school/college credit is not subject to the high school attendance policy except for participation in extra-curricular activities. A student must be in attendance for a minimum of one-half (1/2) of a day of school on the date of the activity to be eligible for participation. It is the responsibility of the student to verify his/her attendance.

A student who is participating in the Postsecondary Enrollment Option and is taking classes at the high school is subject to both the high school code of conduct and the codes of conduct for extra-curricular activities.

A student who is participating full time in the Postsecondary Enrollment Option for combination high school/college credit is subject to the high school code of conduct while on any District property, on a District bus or at any school sponsored activity.

A student who is participating full time in the Postsecondary Enrollment Option for combination high school/college credit is subject to all the rules and regulations including relevant codes of conduct of any high school organization of which s/he is a member.

The high school master schedule will not be altered, modified, or adjusted in order for a student to participate in the Postsecondary Enrollment Option.

A student who is participating in the Postsecondary Enrollment Option must meet the Ohio High School Eligibility rules for participation in interscholastic sporting events sponsored by the high school and sanctioned by the OHSAA.

The Southern Local Board of Education will not be responsible for any student's safety, welfare, and/or misfortune that may result from the participation in the Postsecondary Enrollment Option.

Policy statements for the Postsecondary Enrollment Option Program.

 A.Students participating in the Postsecondary Enrollment Option Program must be enrolled in four (4) academic subjects to be classified as a full time student.

 B.Nonsectarian nature of the college courses taking by students participating in the Postsecondary Enrollment Plan will be determined by the administrative guidelines as set forth in the Districts administrative guidelines for the Postsecondary Enrollment Program.

 C.Students or parents of students participating in the Postsecondary Enrollment Option will be responsible for all the cost associated with the class/classes taken as combination classes, for both high school/college credit if the student fails to complete a course for reasons other than those generally accepted by the District.

 D.Students participating in the Postsecondary Enrollment Option Program are not eligible for intervention from the School District in the combination classes.

 E.Students participating in the Postsecondary Enrollment Option Program are eligible to enroll in college under Option B for two (2) years only. One (1) year must be during the student's junior year and the second year must be during the student's senior year.
