The Superintendent is authorized to promulgate rules and regulations not inconsistent with Board contracts and policies, the law, and rules of the State Board of Education.

Such rules and regulations shall be binding on all employees unless or until the Board should vote to change or rescind any such rule or regulation following its presentation to the Board at the next meeting following the promulgation of the rule.

In the interest of efficient administration, the Superintendent shall have the power to decide all matters of detail that may arise for which no specific provision is made in the policies adopted by the Board. All decisions so rendered shall be reported at the next meeting of the Board.
