5113.01 - TUITION FOR NONRESIDENT STUDENTS

Upon receipt and review of information establishing compliance with the enrollment requirements of the Revised School Code, the State School Aid Act, and the enrollment procedures of the DeWitt Public Schools (the "District"), a nonresident student not otherwise eligible to enroll as a "schools of choice" student may annually enroll in the District on a tuition basis under the conditions stated in this policy.

Tuition Enrollment Conditions

 A.The District’s tuition rate shall be computed on the basis of the District’s per capita operating costs and annually approved by the Board of Education ("the Board").

 B.Nonresident students may enroll in the District on a tuition basis under the following conditions:

  1.student’s whose parents have purchased or contracted to build a home within District boundaries and with a short period of time from the date of request may enroll in the schools of this District as tuition students for the time not in residence;

  2.the student moves from the District to a contiguous district or to a district within the Clinton County RESA during the school year and desires to complete the school year as a tuition student;

  3.in the event a student is enrolled in DeWitt High School and his/her parents move from the District during the student's junior year, the Board reserves the right to permit that student to complete his/her junior and/or senior year(s) in the DeWitt High School;

  4.the student’s parent/guardian is a District employee;

  5.nonresidents may be accepted into the District's Community Education and Adult Education Classes;

  6.nonresident students may be accepted into the District's Summer School Program;

  7.unique circumstances as determined by the Superintendent and with approval by the Board;

  8.any interruption in continuous enrollment will void the above conditions;

9. the sibling residing in the same household as a nonresident student enrolled through the schools of choice program may enroll as a nonresident student consistent with the requirements of the Revised School Code and the State School Aid Act.
 C.Applications for enrollment shall be directed to the Superintendent for appropriate action. No tuition student shall be enrolled or scheduled until written approval of enrollment has been issued by the Superintendent, consistent with the enrollment parameters established by the Board.

  1.Enrollment may be refused to a nonresident applicant who is or has been suspended from another school within the preceding year, or who has ever been expelled from another school.

  2.A nonresident applicant convicted of a felony offense may be refused enrollment if the Superintendent or the Superintendent’s designee determines that the applicant presents a threat to the health, safety, or welfare of District students or personnel.

 D.Transportation of nonresident students shall be the responsibility of the student or the student’s parent/guardian.

  1.Tuition student status is considered as a privilege, not a right, and as such, requires satisfactory student conduct and behavior at all times.

  2.The Board reserves the right to revoke tuition status at any time when in its judgment the welfare and educational benefit of DeWitt students would be better served.

Tuition Payment

 A.Tuition for the initial enrollment period (less any applicable credit for current school taxes paid by the student’s parent/guardian) shall be paid in advance and prior to enrollment of the nonresident student. Thereafter, tuition for each semester shall be paid in advance (but no later than the first day of each school semester). Tuition paid for any period extending after the date residency is established shall be refunded on a pro rata basis.

 B.Current school taxes directly paid on property in the District by the parent/guardian of a nonresident student admitted to school in the District shall be credited against the student’s tuition as permitted by law.

 C.State School Aid monies received for student membership shall be credited against the student’s tuition as permitted by law.

 D.Failure to pay tuition in the amounts and at the time stated above can result in the automatic termination of the tuition student’s enrollment in the District at the discretion of the Superintendent.
